Job Description

1.0 PURPOSE
  •  To plan and arrange all stocks of 3rd parties finished goods and raw materials, and the stocks are kept at an optimum level to support the requirements of the operation department.
  • To ensure all finished goods and raw materials available on the market are negotiated for the most competitive price and terms with various suppliers, without compromising on quality.
  • To maintain supplier list for keeping multiple sources to sustain Company operation and performing BCP (Business Continuity Plan).
  • Work with Group Companies in Japan, Singapore and Indonesia in materials sourcing for more price competitive consolidated purchases.

2.0 PRINCIPAL ACCOUNTABILITIES
  • To ensure purchasing procedures and records are in line with ISO 9K, 14K & 45K requirements and compliance.
  • To source and procure raw materials based on technical specs & quality and to negotiate the best possible price quotes (minimum 2 suppliers’ quotations) and to obtain the maximum credit terms.
  • To liaise with Operation department and plan the ordering of stocks (raw materials and finished goods) and managing optimum stock level on finished goods including raw materials to sustain the operation.
  • Sourcing/Purchase Materials: Raw Materials, Packaging Materials, OEM products, etc.
  • To work closely with technical department on raw materials savings and product rationalization.
  • To work closely with Sales department in relation to Sales forecast / urgent orders and Technical on raw materials sourcing and approval, and with operation-on-production planning.
  • To ensure periodical purchasing price update (Fast moving item: Every month, slow moving item: Every quarter).
  • To review existing contracts with suppliers and vendors to ensure on-going feasibility.
  • To ensure the CEPT (Common Effective Preferential Tariff) application is up to date and submit for renewal 3 months before expiry date.
  • To ensure the monitoring of import /export License from DOE (Departmental of Environment) is being obtained in the shortest possible time.
  • To assist in monitoring MSDS (Material Safety Data Sheet) for materials purchased and keeping track of raw material price list.
  • To update 1st hand information to direct report on all matters directly or indirectly related to materials/goods from suppliers, market situation etc.
  • Arrange/Follow-up with the supplier delivery & shipment.
  • Liaise with government agency: Miti, DOE, Maqis, etc.
  • To perform any other duties assigned by the Assistant Manager - Purchasing.

3.0 QUALIFICATIONS, KNOWLEDGE & SKILLS
  • Minimum Diploma / Degree in Purchasing / Chemistry / Business Administration or at least an equivalent in related areas.
  • Chemistry background would be an added advantage: Construction Materials - Sand, Silica fume, Cement, Epoxy, Solvent, Defoamer, Additive, pigments, etc.
  • Knowledge in Import Shipment: Import permit, Duty/SST Exemption and Computer skills (Microsoft Office).
  • At least 3 to 5 years' experience as purchaser.
  • The job requires an individual with proactive, good negotiation and interpersonal skills, and organizational ability and the ability to work as a Team.
